Vitaliy Melnychuk, Vice President |
Vitaliy Melnychuk - Vice President of PJSC "KINTO". Vitaliy was born on December 2, 1953 in Korosten, Zhytomyr region. Higher economic education was received in the Kiev Institute of National Economy. In 1987 he defended his thesis for the candidate degree of economic sciences (PhD Candidate in Economics). After receiving degree he worked as an economist and senior researcher at the Institute of Labor, taught economics. In 1989 he was appointed Chief economist of the "Vibroseparator" plant of the Ministry of Shipbuilding Industry of the USSR (Zhytomyr), where he actively implemented the new, at that time, forms of business: full cost accounting, rental, cooperative and contracting tools. |

In 1990 the labor unions of three largest enterprises of Zhytomyr - "Elektroizmeritel", "Promavtomatika", "Vibroseparator" – put him forward as a deputy candidate on the first democratic elections in Ukraine. He won on an alternative basis and became a member of Verkhovna Rada of Ukraine (Parliament), which adopted The Declaration of State Sovereignty (1990) and on August 24, 1991 – The Act on State Independence of Ukraine. At the same time he won the election of the chairman of Zhytomyr City Council and became the mayor of the city of Zhytomyr. As a member of Verkhovna Rada Commission on economic reforms Mr. Melnychuk was involved in the development and adoption of first economic laws of independent Ukraine: "On Entrepreneurship", "On Companies", "On Land", "On Rent" and others. He was a head of working group on the law draft "On Investment Funds and Investment Companies". As a Secretary of the newly created Verkhovna Rada Control Commission on privatization, he exercised parliamentary control over the large and small-scale privatization in its most demanding initial stage (1993-1994). In 1994 he was appointed the Head of the group of advisors of Prime Minister of Ukraine, was involved in development and implementation of "The program of urgent actions on hyperinflation" and other government programs. He participated in the preparation of a number of law drafts and regulations on finance and economics, which were approved by Verkhovna Rada and the Cabinet of Ministers of Ukraine. In 1997 Mr. Melnychuk was elected by Ukrainian Parliament for a seven-year term as Vice-Chairman of the Accounting Chamber of Ukraine - National Audit Office. He took part in different training programs: TACIS of the European Union, REND - EUROPE (The Netherlands), in the U.S. Treasury. In 2001 - 2007 he was a member of the Interagency Commission on Financial Security at the Council of National Security and Defense of Ukraine. In January 2005 he was invited by the President of PJSC "KINTO" Serhiy Oksanich to join the company. He became Vice President of "KINTO". Mr. Melnychuk had developed and teaches academic courses "Economy in Transition" (since 1997) and "Pension Systems" (since 2007) at the Kyiv-Mohyla Academy. He is the author of over 70 publications, the co-author of the first national school textbook "Economics", which was recommended by the Ministry of Education of Ukraine and holds the title of Associate Professor. Mr. Melnychuk was awarded with the Diploma of Verkhovna Rada of Ukraine "For the exceptional service to the Ukrainian people." He is a board member of the Association of People's Deputies of Ukraine and a Member of the Ukrainian Association of the Club of Rome (since 2007). Vitaliy is married and has two children. He supports healthy and active lifestyle, loves to travel and to read books. |
